Margaret Harding

A nuclear engineering and regulatory-policy leader with more than four decades of experience across commercial nuclear power, government, and consulting.

Margaret's career spans senior nuclear-industry leadership, international regulatory strategy, nuclear quality, engineering management, and civilian nuclear export controls. She has spent that career close to the technical work, which is why her regulatory judgment tends to hold up when a project gets complicated.

She contributed to the development and implementation of the modern DOE Part 810 regulatory framework, and has advised DOE/NNSA on nuclear export-control policy and process. That perspective informs how 4 Factor approaches authorization strategy: with an understanding of what a reviewer needs and why the framework is written the way it is.

She previously served on the Board of Directors of the American Nuclear Society. She holds a B.S. in Nuclear Engineering from Iowa State University.
