The situation

Most export-control training explains the regulation. People leave knowing that Part 810 exists and still not knowing whether they can answer the email in their inbox.

Why it matters

Recognition is the control that works when no one is watching. If an engineer, a recruiter, or a proposal manager can recognize the moment a question should be asked, the rest of the program has something to work with.
